According to Draynor bank's surveillance tapes, the Wise Old Man killed Elfinlocks and stole the blue partyhat from her ashes while he was robbing the bank. Before the Love Story quest, he wears the partyhat on his head. After the quest, he lends it to Zenevivia, who now lives in his Draynor house with him.
The Blue Party Hat is a vanity hat, which can be rewarded from Valentines Cards and Gift Boxes, having a 5% chance in the 2020 Christmas event. In the 2019 Christmas event the drop chance was 1.25%. Several colors of these party hats exist, the red, green, and yellow and purple party hats.

Blue partyhats are tradable cosmetic items obtained by completing one of the Christmas holiday events that occur once per year. Previously, they were obtainable from 4 July 2013 to 14 July 2013 as part of a rare item drop.
